Las Vidas Jóvenes Importan – unoy

Las Vidas Jóvenes Importan

By Leonardo Párraga, Executive Director of BogotArt, UNOY member in Colombia (*Spanish version below)

Las vidas jóvenes importan. Youth lives matter. Las vidas jóvenes importan. I should repeat this phrase another 30 times and yet, no matter how often it is said, no words are strong enough to bring someone back to life. No expression can take away the pain of losing the shapers of a new nation. The only balm that can heal our collective grief is real non-repetition guarantees based on a structural change in the way we approach peace. The only chance to overcome this tragedy is by perceiving us, young people, not just as victims, but as partners in peace, as architects of a transformed reality, where the treasure that the new generations inherit, is a country not dominated by violence, but a peaceful soil where they can flourish and experience their full growth.

In less than two weeks, 33 young fellow Colombians have been assassinated in massacres all across the country. August is usually regarded as the month of youth, an occasion to be celebrated, to highlight the importance of the vitality and aliveness that we bring to our communities, that vision of a new reality, a perspective on how we can live in a more peaceful, compassionate and kind country.

Yet, this month is a moment to commemorate. We need to commemorate the empty spaces that have been left. We need to commemorate the lost hopes of Campo Elías Benavides, a 19 year-old who saw his dreams vanishing in the Samaniego massacre. Just months before, Campito, as he was called by his friends, was protesting against the killing of Dilan Cruz – a young Colombian student who was assassinated by the ESMAD (Colombian Special Police Force)– with a placard that said ‘Duque don’t kill me. I want to graduate’. His vision of, in his words, ‘becoming a professional serving his community’ never came to fruition.

I am wondering if when the Colombian president Ivan Duque declared in late May ‘we need to start adjusting to the new normal and start protecting the most vulnerable’, referring to the changes brought by the pandemic, the new normal he had in mind was a country where massacres against young people were happening almost daily.

I would like to think that his slogan ‘a better future for everyone’ includes those fellow Colombians like Óscar Andres Obando, a 24 year-old youngster from Samaniego who wanted to become a professional soccer player, and was killed in a massacre 10 days ago.

I would like to think that Duque’s reaction to the current events is his faithful application of the orange economy principles to language, innovating through words to introduce a new perception of reality. In his speech, after the cruel acts against youth, one of his first statements was to clarify that ‘we should start by calling these events collective homicides and not massacres.’ His commitment to the production of cultural content in line with the creative economy is similar to that done back in the day by his political mentor, the former president Alvaro Uribe Vélez –currently under house arrest.  Uribe’s government  referred to the +3,000 extrajudicial killings done against civilians between 2002 and 2008 as ‘false positives’. The difference might be subtle for the naked eye. In the first case, it implies direct responsibility of the government. In the latter, it can be assumed as a ‘casualty of a military exercise’. Someone else who taught us a lot about the creativity of language is George Orwell. In his novel 1984, he described a new type of language called Newspeak, one that contains no negative terms. For example, the only way to express the meaning of “bad” is through the word “ungood.” About it, Lera Borodotsky, a cognitive scientist, recognizes the role that language plays in the way we conceive reality. One example she gives is that of Russian speakers. They have words for light blue, goluboy, and dark blue, siniy, which translates to a faster recognition of these colors when compared to other cultures without this nuance.

We are talking now about ways in which we perceive reality through language. With this wave of creativity emerging from the current government, I would like to take this inspiration and introduce a new term that is also apt for the current situation: peacewashing. Might it act as the goluboy and siniy when we are understanding peace, giving us nuance to discover where we are located on the scale. About nuance, I would like to think that the subtlety lost by Duque’s use of the term “collective homicides” has a positive effect to make pain go away. It does not.

I would like to think that other formulas used by the current administration are effective to reduce the suffering caused by the massacres. Showing statistics that put side by side 8 years of the previous government with 2 years of the current administration, comparing the number of massacres, gives an impression that the situation has improved. It is one table that seems to capture the unwavering commitment of the incumbent government to peace. It is one table that seems to capture the unceasing efforts of Duque’s administration to make the peace agreement a living document, an accord that is not made of ink and paper, but flesh and bones. Yet, when the data is observed in detail, this wish falls apart. Since the Duque administration assumed power, there is an upward trend in the number of massacres in the Colombian territory, with 46 in this year alone, the highest since the peace agreement was signed.

I want to think that the statement made by the Minister of Defense, Carlos Holmes Trujillo expressing that ‘the phenomenon of massacres has been going on for several years and is not exclusive to President Duque, which cannot be understood as an assertion aimed at avoiding responsibility, but it is a reality’, is not a language mechanism to offer a false illusion of progress, to show some apparent development where none has been made. Mister Trujillo was the Minister of Foreign Affairs back in March 2019, when Colombia co-hosted the first International Symposium on Youth Participation in Peace Processes, held in Helsinki, Finland. The Symposium brought together more than 100 participants from 45 different countries, who have committed themselves to peace processes. The symposium was co-sponsored by the  Government of Colombia, the Government of Finland and the State of Qatar. I had the opportunity to interact with Minister Trujillo during the event, where he noted that Colombia is leading the implementation of UN Security Council resolutions 2250 (2015) and 2419 (2018) in the area of youth, peace and security, something that was mentioned as well in the UN Secretary General report on Youth, Peace and Security in March this year. To my surprise, one year later, there has not been any official declaration of the government in this regard, neither a consultation to collectively build peace with the youth. Perhaps it is not only the words said, but those omitted that are an assertion to avoid responsibility, a reality of what has not been done.

Mr. Trujillo said as well that inclusion is the name of the game and that the participation of young people in public affairs, including the implementation of the peace agreement is fundamental. After a month where instead of celebration we have had commemoration, I am wondering if leaving an unfillable void, an absence that in our pain is ever-present, was the mechanism the minister envisioned as a way of participation? I am wondering if the the gaze of Tayro, the dog of Óscar Andres Obando, lost in the horizon of the mountains of Samaniego, waiting for some news to come to wake him up from a nightmare, to tell him the emptiness that his feeling is not real, to say that it is all a joke is similar to his take of youth inclusion in the peace agreement.

Other than being young people, the massacres of the last couple of days do not have any other common points. They came from all kinds of backgrounds, socioeconomic status and levels of education. A question that several colleagues and friends are asking these days is: am I going to be the next one? As I finished writing this phrase another massacre occurred in Ábrego, Norte de Santander. Johan Contreras, Gabriel García, and Wilmar Carreño are no longer with us. I had hoped it was going to be the last one.

I took a pause of two days while writing the article waiting for the situation to improve. I was still 27 years old then, the same age as Arlex James Rodríguez Mora. I discovered today, August 28, when I woke up, that he died in a massacre in the rural area of the Andes, as well as Gilberto Alejandro Potes Valois, 19, and a 14 year old that is not yet identified. Why is it that I got to celebrate my birthday, an extra year of life, while Arlex did not? How much longer do we need to wait for the government to acknowledge through actions and mechanisms of protection that our lives matter, that youth lives matter? One life lost is one too many. What can be done? Let us not set the bar too high. Already sticking to the promises made by the government in terms of youth and peace is a good start. Here are 4 proposals in line:

1) A full implementation of the Resolutions 2250 and 2419, with a clear national action plan;

2) Enhancing the meaningful participation of young women and men in the peace processes and implementation of the peace agreement, with a special focus on youth in rural areas;

3) Increasing funding for the implementation of the youth and peace and security agenda, including accessible resourcing for organizations led by and focused on young people and;

4) Co-creating together with young people specific measures to ensure their protection, in particular young human rights defenders and peacebuilders.

Let us have young people as peace champions. Might it be too much to ask to keep the commitments and promises? We do not want to be the lost generation. We do not want to be the missing peace. We do not want to be unplanted seeds of hope.

He aquí cuatro propuestas en línea:

1) La plena aplicación de las resoluciones 2250 y 2419, con un claro plan de acción nacional;

2) El aumento de la participación significativa de los jóvenes de ambos sexos en los procesos de paz y la aplicación del acuerdo de paz, con especial atención a los jóvenes de las zonas rurales;
