#WeAreNotComplete: Young Peacebuilders’ Forum 2019

Amid an oppressive air of ever-shrinking civic space, this is a week of culminating momentum. On the 17 July, our member was one of three young experts briefing the Security Council on the youth, peace and security agenda. Simultaneously, from 15-18 July, we have brought 60 young peacebuilders together in the first regional Young Peacebuilders’ Forum in Bogotá. So, both in New York and in Bogotá, young people are sharing their realities of navigating active and post-conflict societies for peace. However, not all invited, not all deserving, not all voices are present.

This is a week of culminating energy and there will be infinite talk of inclusion. How can we derive confidence and empowerment from these historic moments when exclusion is still very much part of the systemic fabric? How can we discuss genuine inclusion when young people are still denied their voice? How can we build peace if the infrastructures we interact with create the very barriers we seek to challenge?

Sixty percent of the visas requested for the young people—who were selected among 500 applicants to attend the Young Peacebuilders’ Forum in Bogotá—were denied, with no justification and despite ample documentation provided to support their applications. These young people resiliently act for a better world in which equal access to education and resources; gender equality; human rights; political, economic and social inclusion; responsibility and action to protect our environment, and justice in failed governance systems becomes a reality beyond mere symbolic and tokenistic terms. 

In their perseverance and determination to transform their societies, they rise above a system steeped in exclusion. These actions demonstrate a strength of character and leadership that invalidates the stereotypes imposed upon them, portraying them as unworthy of freedom of travel, merely for being born in a country perceived as a ‘threat’. In this case, the arbitrary nature of the visa system has targeted young peacebuilders in Somalia (Mohamed Ali), Nigeria (Lawal Rafiu), Kenya (Felix Kiptoo), Haiti (Adelin Pierre), Yemen (Olla Al-Sakkaf), and Cameroon (Besong Bawack Mallet).

Denying these young peacebuilders the opportunity to attend the Young Peacebuilders’ Forum is denying them the chance to strengthen and scale up their contributions to peace and security.  The fact that this is a missed opportunity to implement the recommendations from the Missing Peace, Progress Study on Youth Peace and Security is irrefutable—the same recommendations that are being urged at the Security Council this week. 

To Mohamed, Lawal, Olla, Felix, Besong, and Adelin, the #youth4peace movement is alive and kicking because of your resilience and determination. #WeAreNotComplete but despite the structural obstacles to our civic engagement,  we are strong and united, impassioned and driven by you.

En un contexto opresivo que restringe el espacio civil, esta semana sucedieron dos hechos significativos para la construcción de paz. El 17 de Julio, se dirigió al Consejo de Seguridad como una de las tres expertas para informar los avances de la agenda de Juventud, Paz y Seguridad. Simultáneamente, del 15 al 18 de Julio, reunimos a 60 jóvenes constructores de paz en el primer encuentro regional de Constructores de Paz en Bogotá. Por lo que, tanto en Nueva York como en Bogotá, jóvenes líderes están compartiendo sus realidades sobre el trabajo de construcción de paz en sociedades en conflicto o post conflicto. Sin embargo, no todas las personas invitadas y merecedoras de este espacio pudieron estar presentes. 

Esta es una semana de energía acumulada y habrá una infinidad de discusiones sobre la inclusión. Ahora bien, como red nos preguntamos: ¿Cómo podemos obtener confianza y empoderamiento de estos momentos históricos cuando la exclusión todavía esta tan presente en nuestro tejido social? ¿Cómo podemos discutir una genuina inclusión cuando a los jóvenes les esta siendo acallada su voz? ¿Cómo podemos construir paz si las instituciones con las que interactuamos crean las numerosas barreras que intentamos desafiar?

El 60% de las visas solicitadas para los jóvenes -que fueron seleccionados entre 500 aplicaciones para atender al Foro de Jóvenes Constructores de Paz en Bogotá- fueron rechazadas sin justificación y a pesar de la amplia documentación presentada para apoyar sus aplicaciones. Estos jóvenes actúan resilientemente para crear un mundo mejor en donde el acceso desigual a la educación y los recursos; la inequidad de género; la exclusión política, económica y social; la irresponsabilidad en la protección de nuestro medio ambiente y la justicia en fallidos sistemas de gobernanza se convierten en una cruda realidad que naturalizamos dia a día. 

En su perseverancia y determinación para transformar sus sociedades, estos jóvenes siguen luchando para superar un sistema de exclusión dominante. Estas acciones demuestran una fuerza indiscutible como así también un liderazgo evidente que invalida los estereotipos impuestos sobre ellos y ellas que los y las hicieron “no-merecedores” de la libertad de viajar solamente por ser de un país considerado como una “amenaza”. En este caso, la naturaleza arbitraria del sistema de visas le negó esta libertad a jóvenes constructores de paz de Somalia (Mohamed Ali), Nigeria (Lawal Rafiu), Kenia (Felix Kiptoo), Haití (Adelin Pierre), Yemen (Olla Al-Sakkaf) y Camerún (Besong Bawack Mallet). 

Negarle a estos constructores de paz la oportunidad de participar del Foro de Jóvenes constructores de Paz es negarles la oportunidad de fortalecer y escalar sus constribuciones a la paz y seguridad global. Es irrefutable que ésta es una oportunidad perdida para implementar las recomendaciones del “Estudio para la Paz, el Progreso, la Juventud y Seguridad” (que están siendo expuestas ante el Consejo de Seguridad esta semana).

A Mohamed, Lawal, Olla, Felix, Besong y Adelin, les queremos decir que el movimiento de #JovenesPorLaPaz está vivo y vibrante gracias a su resiliencia y determinación. #NoEstamosCompletos pero a pesar de los obstáculos estructurales a nuestro activismo civil, nos encontramos fuertes, unidos, apasionados y motivados por ustedes.
